The Committee is composed of five work groups focused on different thematic areas:

• Energy
• Adaptation of Ecosystems to Climate Change.
• Planning and Sustainable Building.
• Sustainable Mobility
• Covenant of Mayors’ support structures.

Coordinators:

MARTA RUÍZ RODRÍGUEZ. Coordinator of Group of Renewable Energy.
Marta is an Industrial Engineer (Engineering School of the University of Seville) and is Director of the Provincial Energy Agency of Huelva since 2001.

As Director of Provincial Energy Agency, Marta has undertaken the coordinating, monitoring and planning of projects and activities in promoting and encouraging renewable energy and efficient use of energy.

A lot of projects are being developed by the Agency, among which Energy Planning in the province of Huelva, Study of the energy potential of the province of Huelva, Launching programs in municipal savings and small - medium enterprises, Energy-saving campaigns for homes, Development of the RESHOT and PROMOTE 100 European projects (from ALTENER e INTERREG European calls) and the Organization of various workshops, seminars and courses for the promotion of renewable energy and energy efficiency.

Marta has also undertaken presentations at national and international events about renewable energy and energy efficiency.

JOSÉ PRENDA MARÍN. Coordinator of Group of Adaptation of Ecosystems to Climate Change.
His research has focused on the study of ecology and conservation of river resources, with more than 20 scientific projects.

José has published over 80 scientific articles, informative and in newspapers, 24 of them in scientific magazines included in “Science Citation Index” and is co-author of four books, included “Atlas y Libro Rojo de los Peces Continentales de España”. José has submitted 44 notifications to Congress, 16 of them in international conferences.

Doctor in biology from the University of Seville, José is Professor of Department of Environmental Biology and Public Health (Area of Zoology) of the University of Huelva, where he teaches two subjects within the field of Environmental Sciences.

Currently he is also President of the International Center for Research and Ecological and Environmental Conventions (CIECEM) belonging to the University of Huelva.

BEATRÍZ QUIRÓS DÍAZ. Coordinator of Group of Planning and Sustainable Building.
Beatriz is currently responsible of external technical assistance for “Delegación de Vivienda y Ordenación del Territorio” in Huelva.

In December 2008 she obtained first prize in the Research call for tenders for the development of Huelva architectural guide for the “Consejería de Vivienda y Ordenación del Territorio and C.O.A.H” which is currently being written.

Beatriz is Qualified in Architecture (Building Speciallity) from the Superior Technical School of Architecture of Sevilla and completed her training in Technische Universität of Viena, Austria, developing several projects for the Faculty of Bauingenieurwesen and Architektur und Raumplanung. Wien. One of them is the “Viena Architectural Guide”.

Beatriz worked from 2003 to 2006 for Goles 41 S.L in Seville as architect of San Juan del Puerto (municipality of Huelva). From 2006 to 2009, Beatriz has developed constructions as an independent professional.

CARLOS LOZANO CORDERO. Coordinator of Group of Sustainable Mobility.
Carlos participates in national and international initiatives for Spanish Network of Cities for Climate, the Observatories Network for Sustainability of Spain, the Network of Cities for Bike, City, 21, ICLEI and FEMP. Carlos has also worked in several European projects between Portuguese Algarve and Huelva, as well as the development of the PGOU of Rociana del Condado (municipality of Huelva).

Qualified in Environmental Sciences from the University of Huelva, he has additional training about Local Sustainable Development and Social Economy, Management of Natural Areas and Management of Environmental Quality is also a specialist in Planning and Environmental Law.

Carlos currently works as Technical of Local Development in Punta Umbría (Huelva) since 2005 and coordinator of Local Agenda 21. Carlos also develops and teaches courses on Environmental Management Systems and Quality.
